I dunno. They probably thought at the time they could weed the bad techies from the good ones like we thought with all our investment/appeasement until very recently.
But yeah, the RESULT shattered the social contract and fabric along with it.

I was looking at nursing homes and I was just googling their locations. Suddenly I was inundated with adds about senior care. Hell I was looking for a job! So that could be bots, no? Because it did not figure out why I was looking at those sites.
Similar but different. What you experienced was the advertising engines themselves. Everywhere you go that involves Google (including here on FR) or other such including Twitter (being the most + outrageously etc.) see what you're doing, what you look at when you interact with their things, etc. Then they use that for targeted advertising. The tokens that are generated i.e. representation of your likes + interests are invaluable - it's the digital equivalent of identifying candidates for a (snail) mail campaign. But in this case we're talking about programs (bots) that actually scour content on Twitter, etc., and then generate "responses". This is what the (actual) Russians charged by Mueller were doing; but in this case the suggestion has been that Google actually deploys an army of such bots to generate (FAKE) "comments" for "discussion" and direct attention, etc.
