Although the picture is not real clear, it looks like the pig has two eyes.
That is within the range of variation for cyclopia. Notice that there is just one socket, and one eye structure that resembles two eyes that are fused or incompletely separated. Some cases of cyclopia have two distinct eyes within a single socket.
Also note the structure on the forehead, which is actually a malformed nose. In normal fetal development, the nose would migrate down between the eyes, but it cannot do so in cyclopia because there are not two separate eyes. This is seen in human cyclopia, as well.
