FIVE EYES I think points to Project Echelon, a program dating from the early 1970s in which 5 western countries spied on the citizens of the other 4 nations in order to circumvent constitutional/legal impediments. They collect electronic information from the other countries, then share the results in a reciprocal agreement. If true, the FIVE EYES point to The US, Canada, the UK, New Zeland, and Australia.
