The disk antenna points toward a satellite orbit right above the equator, so we can tell from the angle of the dish antenna that the building is 20-30 degrees north or south of the equator. There as a 8chan post with lat/long figures - maybe same as this building.
Oh, the comm links could be on any building too. Those dish antenna aren't anything unusual. The trick to security is access to certain channels on the satellite.
I think the key to finding the location is the 3 odd looking buildings in the foreground and the 2 triangles on the back building.... There may be a bridge of some sort on the far right behind everything
