When does this whole horrible thing get to the point that it can no longer be explained by incompetence, but by something else?
Yep, I smell a big fat rat as well.
This goes WAY beyond incompetence and political motivation.
There are far too many people doing very deliberate things over a long period of time to make this happen and when it did, to make it as bad as possible.
If so, this is not a cause for resigning, it is criminal and needs to be investigated as such.
