Windsor Man Charged With Stealing IDs of Homeless Veterans

An East Bay nonprofit staff member accused of stealing veterans’ personal information to funnel money to himself made his first appearance in federal court in Oakland on Thursday after a grand jury indicted him on charges of theft of government property and identity theft, officials said.

William Andrews, 50, of Windsor, allegedly used his job as a caseworker at the nonprofit to obtain the personal information and social security numbers of homeless veterans to steal money from the Department of Veterans Affairs.

Andrews used the stolen identities to direct VA grant money, intended to pay for short-term rental apartments
