I would say that she has a greater responsibility to her twins getting a good education than ‘saving’ a pet that is that old.

If you’re that crazy about your pets and have modest resources, get insurance for them.
But for better perspective on the situation, this woman IMO could have used a little time on a farm at some point in her life.

Cats generally live about 16 years. 17 is a stretch. she should enjoy what little time remains to him.
So who gets to police how people choose to spend their own money? Another government agency, perhaps?
We don’t ‘vote’ on how other people should spend their money... and thank God we don’t.
