They did not arrest him within minutes. They spent a long time letting the bleeding kids die because the closed circuit camera was on a half hour delay so they thought it was still an active scene. On a delay so the school had time to clean up anything because their policy was not to arrest any students for anything.
That is so screwy I feel like I am watching the twilight zone.
