Here’s a pretty stunning report- apparently a portion of the police report with names redacted.
It states that Deputy Peterson (name redacted) saw Cruz come on the campus, and called it in to dispatch. He WATCHED Cruz arrive and move rapidly toward the building, with a bag. He WATCHED.
He knew who it was, he recognized him.
This is the first I’ve heard about this. It does appear to be the legit report, but I can’t verify it for certain.
I imagine a protocol to establish a perimeter and wait for a supervisory officer (Sgt. or above) before acting. Those who write procedures might think they need to answer many questions before they can effectively react: How many perpetrators are they dealing with? What do they think they are doing? Massacre? Taking hostages? Setting an ambush for responders? Negotiations? Political chief officials (Isreal is a Sheriff, after all) would believe that their planned procedures have to take all possible situations into account, to cover all their options (and their own sorry arses).
I am ‘assuming’ the SRO followed policy which states that they are ‘guests’ of the school and have to adhere to school policy when on grounds.
This was taught in SRO schools (at least thats what I was taught when I went through it 12 yrs ago)
After speaking with several current SRO’s, thats what there policy states in reference to schools, go by the schools policy regarding active shooters until additional officers arrive for back up.
Once back up arrives it’s Engage, Secure, Rescue...

Thus, they never enter dangerous situations until they have massive reinforcements, usually a long time after the violence has ended.
