Yeah; it “kinda” does. If it had been typed after the shooting and truthfully, it would make more sense than it does. Statements and facts would jibe; they don’t.
This sounds more like “report by committee”. Like people were sitting around a table, with everyone throwing out ideas and phrases. Then nobody checked to see if the lies agreed with each other.
I would think after 10 days, it would have been amended and corrected.
