I have been posted to GTMO 4 times, three in the last ten years, once during the second Mariel boat-lift back in 1994.
They prepare for mass exoduses from Haiti and from Cuba, which is why they have space for 13,000 migrants. The 5,000 spaces for U.S. Forces is the contingency forces to handle that kind of inflow of migrants.
In 1994 there were 65,000 Cubans escaping from Castro. Who knows what will happen when the Castro brothers die. In addition, if we start getting some kind of mass refugee event, it would be nice to have a place to send them that is NOT CONUS.
Having said that, the 5 bed hospital is probably for the remaining detainees who will probably die there. You do not want those guys back on the street because they would become the biggest draw any terrorist entity could want. The parades on the “Arabic street” would be horrendous.
Building anything at GTMO requires that every single item for building, every single item, has to be flow or shipped in, and every single piece of trash or construction debris has to be shipped out. It is a very expensive proposition."
