Yep, someone could use too much charcoal starter fluid, but they’d almost have to make an effort at it since it is not all that volatile with any reasonable amount spread over charcoal or wood. And they usually only have a quart to work with.
His major mistake, besides using too much fluid, was lighting it immediately after he poured on the fluid. Every can of it I have ever seen, instructs you to let it soak in before lighting.
