The Constitution created a Representative Government.
The House is the Peoples Representatives,
(We got screwed when they limited our reps and our government was broken that day)
The Senate is the States Representatives,
The oval office and VP presiding over congress is representing the Federal Government.
That is the 3 tiered system and Congress has specific limited roles they have exceeded.
Same as the 3 co-equal branches, there is supposed to be checks and balances all over that are continually ignored because nobody calls them on it, they are all doing it and trading stuff off.
No, the Constitution created representation. Everything springs from the Constitution.
The form of government that was created was a Constitutional Republic.
