Kennedy would have made my list. He gets an incomplete score. I generally mark him down for his mishandling of the Bay of Pigs. And while his restraint during the Cuban Missile Crisis was just what was needed, his failure at the BoP basically encouraged the Russians to put missiles there.

You forgot Kennedy’s Wall in Berlin.
Kennedy also got the government directly involved with the MOB trying to take out Castro and is the President who turned public servants into public unions... I would not rate Kennedy high at all...
He gets way too much credit because of the PR campaign around him and the fact he was killed while in office.
Not a bad president, but not a great one.
