Actually I think the best thing they can do is to go back to leather helmets, which would encourage proper tackling form.
There is also the argument that safety features in automobiles simply encourage drivers to be less cautious. According to the theory, instead of padding the middle of the steering wheel with air bags you should put a spear point on the center of the steering wheel. That would focus the driver’s mind about how important it is to not have an accident in the first place.

The mantra taught to football defenders is “see what you hit.” That is because hitting something relatively solid - like the hip of a ball carrier - with the top of your helmet is how you get a compression fracture of a vertebrae in the neck, becoming a quadriplegic.

But if you think about it, if you don’t have a face mask on your helmet and you collide with a relatively solid object, “see what you hit” amounts to “get your teeth knocked out."
