Every competent physicist and engineer will tell you that there are no such things. And for all the reasons that anyone learns in freshmen college physics, engineering, or thermodynamics. God created certain inviolable physical laws. Conservation of energy is one. The inevitable increase in entropy (heat flows from hot to cold) is the second. Conservation of momentum is another. You cannot push a rocket forward except to the extent you expel hot exhaust out the back.
The attack on Secrecy orders comes from two places - those who want access to genuinely classified technology, and patent trolls, those who want to try to claim intellectual property rights to stuff that was actually invented by the government or under government contract and for which those patent trolls have not rights.
