I think so, too. As Senator, life was easy, good, and generally nonconfrontational. He could play the role of “aw shucks” southern gentleman, slow as molasses in January, and be ultra civil referring to “my friend across the aisle” with a Kewpie doll grin on his face.
Now we need a hard-ass, in-your-face, pit bull and it’s just not his character. He can’t help it. Hillary would say, “Boo!” to him and he’d swoon.
His appointment was a thank-you gift for his early support of DJT because he made the candidate credible and legit. Over his head, though.
