I have SO MANY old PCs that I am sure I have that program on one of them.
I did a bit more reading and it looks like it was there in XP and Vista, but not with Win 7 and later. So that might help you find it. They have downloads you can get (Windows Live Essentials?) that can provide the tool on newer versions, but I have not tried that, so YMMV. :-)
