Look to the repeal of the Smith-Mundt Act in 2013. This Act prohibited domestic propaganda activities by the State Department among other federal agencies and organizations. In other words, domestic propaganda by the federal government is no longer prohibited.

So the Smith-Mundt Act came out when domestic propaganda activities by the State Department was more widespread than ever before in history.

And it continued full throttle from there. Until Trump cleared the seventh floor. Right?
