Q here, seems to be translating Comey's tweet and is suggesting that Comey is saying, in coded language, to somebody, maybe Mueller, maybe the FBI in general, or maybe even outside players, to "activate the sleeper cells". Sleeper cells may mean any number of things. And he could be wrong altogether.
