I think we’re jumping to conclusions. When I retired and took terminal leave from the government I turned in all my passes, cards, etc and was off the email network. I didn’t “resign” and I wasn’t “removed”. For all intents and purposes I was gone, but still on the payroll until the retirement date.

As late as last Friday their were no plans for him to stop employment. Something changed then and today...

If you were and are a proven criminal, your "retirement" should also be gone permanently! Or spent in a federal prison!
