I think we’re jumping to conclusions. When I retired and took terminal leave from the government I turned in all my passes, cards, etc and was off the email network. I didn’t “resign” and I wasn’t “removed”. For all intents and purposes I was gone, but still on the payroll until the retirement date.

For all intents and purposes I was gone, but still on the payroll until the retirement date. If you were and are a proven criminal, your "retirement" should also be gone permanently! Or spent in a federal prison!
