Q asks people to read the Donalds executive order which gives him the authority to seize the assets of criminals overseas. Some are listed on the order, but it's open. He says to read it slowly and watch for resignations across all platforms. It's like an international arrest warrant. Some of the names have ties to big time Clinton/Soros types.
I don't think it is limited to overseas. There are sections that do not specify "foreign persons". Further, it states providing any assistance or funding. I took that to mean that any US person that contributed in any way to any of the doings related to these people.
