Eventually, that’s pretty much the basic .... plot.
The little horn (from the Book of Daniel) will be the leader but he’ll have lieutenants. The countries will not mix well, even as iron cannot properly mix with miry clay but they’ll press on, nonetheless.
And then Christ at His Second Coming will stop them. With a ghastly slaughter of the Antichrist’s armies.

The heads for me represent all the various agencies and branches of the US federal government, the parties, the elected reps. All have the same goal and function.
