Great question. I believe he is. I believe this is covered in the memo, and is one of the main angles that is targetted against Rosenstein, who has supposedly signed or extended the FISA warrant to monitor Trump. We have never heard that it was rescinded, or that the DOJ has any guilt about using it in the first place. My source for the Rosenstein point was Sara Carter on Hannity a few days ago. She hinted based on a source.
