Who is Dilley? Off the top of my head, and from my recent readings, I think hes the head of the website that published this? Could be totally wrong.

"Via Brendan Dilley" means that he passed this stuff on, doesn't it?
He's also a protagonist in this "drop", getting information/fake news from... yes, "an Intel source", but he's too smart to fall for it...
...and he's running for congress.
As has already been noted, this could have come from anywhere.
