Ransom. I made a post earlier that I thought the 7th floor was most usually referencing the State Department. I swear I had always heard that floor referred to as where the people there were conducting a "shadow government".

Not sure how that would tie in to what you're referencing. I guess it would depend on the context. But I think "the seventh floor" is a term used even outside the State Department. It makes senses, as that would have been Hillary's own private government.
