hop off at night even when the vehicle isn’t at a designated stop... While still moving? If yes, that would be great for the perpetrators.

Lots of other cities experimented with so-called request stops even without the “sexual harassment” angle. They all reverted to using posted bus stops. When average speed dips below 5 mph, you’re no better than walking.
