If individuals have committed illegal acts, the statutes of limitations don’t end with the administration, do they?

I honestly don't know, that's what I was hoping someone could clarify. Otherwise what does it matter what is "discovered?" Look how much we've "discovered" ... and they are all still running around free. You and I would be in jail!
