Get a ticket in Franklin, Indiana and you go to court twice.
Once to plead guilty or not guilty and again for the actual decision by the judge.
The ticketing officer isn’t required to appear unless you request he be there.
The judge rules over his fiefdom with an adoring cast of court jesters.
