It wasn’t already a holiday?
Not a federal holiday.
It was a national holiday (federal employee work day but otherwise celebrated by the nation) and now it is a federal holiday (government workers have the day off) so it has an elevated status. Now schools and other public organizations will make it a holiday as well.
