they probably aren’t a big guy. We have a developer in Tucson that takes this path, signs up small companies to do the construction, companies so small that when they take on his contracts they can’t take any others, never pays them, eventually they go bankrupt since they had to pass up other work, and he builds his stripmall for free. You can always spot his projects in town because they’ve got that extra layer of “fancy” on them, since he never pays anybody he can “afford” the nice stuff.
