Yeah, normally, except when they’d be expected to fly their own, and their craft watched.
Not a good idea right now for them to fly private planes. Alot of speculation about the national state of emergency declared in Trump’s 12/21/2017 executive order - seems that given the dire threat to democracy, that order would allow private aircraft to be downed with extreme prejudice if they refuse to land once confronted. So - they may be boarding commercial craft to avoid that from happening. I’m not a lawyer - all I can say is I found that line of analysis possible/probable.
