Looked up that word, which I had never heard before. Was interested to see Joni Mitchell wrote a song by the same name.
Suggesting left wing political aims going far back, if you ask me. Why would she write a song like that?

I think it relates to the Arabic “journey”, the song is supposedly about a breakup with a lover. I don’t think she’s channeling jihad, but uses the word in its broader sense.
But to a jihadist, hejira means you, your brothers and male cousins and all their pals moving to an area and declaring it to be muslim ground.

It would be better and cheaper to help them develop their own country and stop migration completely
That’s the plan for the whole world. Disarm the people, take away the ability for self defense. Flood with migrants, to result in chaos. Then the people will beg for government to take control of everything.
