Now ask yourself what might happen if one birth record from the Wahiawa Hospital was removed, and replaced with a fake record for a birth at Kapiolani. The Kapiolani batch would then include a birth record that didn't belong there

On that day, she hadn't been named Virginia yet. Her name would still have been Tomio, the name of her father. She wasn't Virginia until August 29. Take the time to think about it. It took me a long long time...if you've got a better idea, share it, but don't quote me people who are fumbling in the dark and can't remember if a piece of paper had a number or not.
