I think it was the shock of "Sputnik" as well as the G.I. bill providing for college that began the "higher" education trend, but the priority of useful studies were replaced or watered down by frivolous "cultural" subjects.

$50,000 a year for nothing.
I got to websites and youtube to learn what I need.
For those learning engineering and medical careers then college is good but only if the students are not forced into needless side courses.
