This skews the entire dataset. It makes no sense to include cities in a county calculation.

In Virginia, independent cities are de facto counties. They have the same powers and responsibilities as a county.

I understand the legal distinction, it’s just mixing counties and cities skews the population and economic distributions. In effect, many more municipalities would exceed the US median income than would counties.
