He cannot say anything in front of the TV cameras and the committee which will incriminate anyone. He can only answer questions with, “we are looking into that”, “it is on our radar” and “it hasn’t yet been brought to my attention.” And any other variation of that.

Some suggestions, based on past experiences with our so-called “justice” system.
“I can’t comment on why I’m sitting around with my feet up.”
“How do you spell that? J-U-S-T-E-S? I don’t think I’ve heard that word before.”
“I recuse myself because I’m in the Government.”
“What time is the cocktail party?”
“The President is demanding I do something, so I’m making this statement about why it’s not necessary to do anything.”
“So, my wife got money from Democrats. And you think that makes me biased? How dare you assault my integrity!”
“So, I gave money to Democrats. And you think that makes me biased? How dare you assault my integrity!”
“So, I posted how much I hate Donald Trump, hate this administration and hate Republicans... but what makes you think I can’t be impartial?”
