I don't know what you're referring to, unless you didn't understand the irony and sarcasm in my first comment. Since the early 2000s, too many self-described experts have denied that North Korea would develop nuclear weapons or ICBMs any time soon. Most of us remember their idiotic or dishonest drivel about a "dud."

It takes more than a few months for a starving, third world nation to develop mobile ICBMs with nuclear warheads on them. Many of us know where those weapons came from and that only slight modifications were required to get them ready to be launched from North Korea.

Russia first developed the weapons. China modified them. Other nations modify them again with help from China and/or Russia.
