As per the 2010 census the demographic makeup of Harrisburg was 30.7% white, 52.4% black and 18% Hispanic, with others making up the rest. I suspect that the black and Hispanic percentages are greater in 2017.
Is there any wonder?
I would be surprised if even 10% of the public school children in Harrisburg were White. Most Whites in such areas send their children to private schools, and non-Whites disproportionately make up the public school population (and as a result, tend to be low-achieving and violent, with no personal accountability, either on behalf of the teachers or students).
