Presumably it was roselle hibiscus, whose leaves look a bit like MJ. Not close enough to be mistaken by a cop who says he's an 'expert'.

Lurker...If your hibiscus is anything like our hibiscus...there’s no way photos could’ve been taken without showing flowers (...as long as the plants were in blooming season). Our blooms are prolific and as big as a man’s hand.

That and there’s not the slightest resemblance between the leaves.
These cops should be prosecuted and stripped of their pensions.
