But Councilman Mark Olbert, who voted “hell yes” for the moratorium, had a different take on the issue. Olbert said that since guns are the only commodity mentioned in the Bill of Rights, government is allowed to regulate guns.

The BOR states that possession of that "commodity" shall not be infringed.

Olbert fits right in with the rest of those California loons in Alice's Wonderland. I wrote the reporter the same.

Hate to give lefties advice, but he would have been better off claiming the Constitution was written by dead white slaveholders and therefore should be ignored in this time of crisis. ;-)
