So, to prevent their naked photos from going on FB, you send your naked photos to some government guy, who in coordination with FB will notice and intervene if someone tried to post them?

How about these solutions:
Everyone walk around naked all the time.
Everyone wear a burka all the time.
That should put FB out of business.
