Well, not really. The Electoral College exits to protect the Republic from becoming a Tyrannical Democracy. (See Tagline).

Nope. Go back and read the Constitution. It says in so many words that the Legislature of a state can allot the state’s electoral votes in any way that the legislature might decide.
Therefore, any state already could do exactly what you propose, needing only the authority of its Legislature.
(The strictest reading of the Constitution indicates that Legislature wouldn’t even need approval of the state’s Governor to set up your preferred system — although they’d probably want to get such approval in order to make the system politically viable.)
That was my point. ME and NB do the Congressional District method. It is fairest. Like to see it done nationally via amendment.
I live in MD. My vote don’t count, even though I live in a conservative district. Electoral vote goes 10-0 for Democrats each time when it would go 7-3 under Congressional District method.
While that’s a possibility, I’d prefer that the feds not be able to dictate the election processes to the states. Leaving the determination to the states requires no change and doesn’t force them to conform.
