Those missiles were already due to be removed. It's recorded fact. JFK allowed the Soviets to save face by agreeing to remove them later AFTER the Soviets removed their Cuban missiles. He was smart enough not to cause problems with the Soviet Politburo. There were too many war hawks in the Soviet upper echelon already.
