Oak Cliff is only across the Trinity River Bottom from the Dallas area where Kennedy was shot perhaps to 3 miles at the most

Not saying one thing or the other about this claim. BUT, if you think its odd for a cop to be out of his assigned district...you might want to have a conversation with a police Sergeant some day for a few laughs.
