The Topex/Poseidon satellite(1992) was the first to measure sea levels and ocean topography. Then came the Jason satellites and they are on Jason 3 now and planning on Jason 4.

IceSat and Grace are also used for that.

It was towards the end of Reagan that they first began talking about the NASA mission to planet earth. GWH Bush campaigned for prez on it and kicked it off after he was elected.

Also back in that time Global Warming was a major concern and it was 1992 that the US signed and ratified the UN treaty on global warming, which went into effect in 1995.

The first Conference of Parties to the treaty(COP1) was 1995. Cop21 was 2015 in Paris. COP23 is next month in Bonn Germany. I don't know who Trump is sending but the alternative group has organized and are attending. They are called "We Are Still In".
