That does seem to be there MO, after all they lost 336 million dollars in the 2nd quarter alone. Elon blamed it on the ramp up of the model 3 even though they have been losing money hand over fist since like.... forever.
Then all the microgrids are interconnected to create the grid which is very different from the traditional grid of interconnected wheels and spokes.
Caterpillar approaches it from the generator side while Tesla approaches from the solar/battery side

If I am not mistaken, the battery packs are to store and then release the energy produced by the solar panels. Tesla has a new large battery plant in Atlanta, GA. A German company is also supplying solar components, I think to community service centers. The money is not in the energy produced, so much as supplying the solar panels, large storage batteries, etc. PR has the opportunity to make a big jump in modern technology with the entire grid destroyed. I also heard that one company is proposing having a stationary balloon at 10,000 feet to use instead of a cell phone tower.

We have an experimental microgrid in our town run by Ameren. It will power an industrial park or about 190 homes. It is a combination of solar, wind, batteries and gas generators. It doesn’t seem like a very practical solution to power 100’s of thousands of homes.
