I think Hitler believed with the signing of a treaty with Japan, Japan would invade Russia. But it did draw Germany into war with the US. Russia had a master spy in Japan,
Sorge, I think his name was. He had access to high level government officials and relayed to Stalin that Japan would not invade the USSR. Of course at the end of the war, the USSR invaded Japan.
