I don’t know if it is common, but my CO and EO were both Lt Commanders. I can imagine why it would be a positive move for both, because you spend several years at the rank.

I think it is. I was always used to a Captain and Commander, or Commander and Lt.Commander, but in ships now (subs, etc) it seems common to have two of the same rank

Depends on the size of the ship. Not every ship rates an O-6 for a CO.

Also, although the article doesn’t say, it is somewhat unusual to have the skipper and the xo with the same last name. I REALLY hope that it is not an Orwellian PC US Navy concession (Mr. and Mrs. Captain).
