In a word, yes, IOTW is excluded from the excerpt list. Do you understand what the excerpt list represents?
I get that you've only been around since 2009 and probably weren't around for the lawsuit(s) against JR & FR.

So, once again, I will ask, since IOTW is not on the FR Excerpt list, what possible reason would the OP have for excerpting the post here?
I mean, other than trying to get ignorant folks from going to this site and at the least raising the site's unique visitor count and/or exposing them to click-ads and at the worst, risk having their computers infected with Lord knows what malware/virus, etc.?
Which begs the question, why are you so vociferate in your defense of this unknown poster who's only been a FR member since 2015?
Here is from the blog. The obvious reason is that the cart served as a hiding spot for the camera. Probably placed outside the room just minutes before the shooting began.

Like I said, I made a mental note of “cart” but really didn’t know why. I never gave it a thought again. Jim did, and I think this is powerful. Who would put a camera on a service cart?
Someone who knew the cart wouldn’t be taken away.
